OOH Campaign Planning Checklist

5 min read · Updated 2026

Most outdoor campaigns that underperform were planned in the wrong order — sites first, objective later. This checklist runs in the order that works.

1. Define the objective

Awareness, launch support, footfall to a location, or enquiry generation. Each leads to a different format mix.

2. Define the audience and geography

Be specific about the corridors, localities and travel patterns of the people you want to reach. Outdoor is bought geographically, so vague audience definitions produce vague plans.

3. Choose the format mix

A common structure is one anchor format plus one frequency format.

  • Anchor — hoarding or cantilever for scale
  • Frequency — pole kiosks, medians, pillar boards or auto tops
  • Optional depth — theatre or digital for message explanation

4. Set the duration and budget split

Prefer fewer sites for longer over many sites for a week. Repetition, not coverage, drives recall.

5. Build creative for the format

Different formats need different artwork. A median panel and a cinema screen cannot share a design.

6. Set measurement before launch

Dedicated numbers, landing pages or in-store questions must exist before the first panel goes up, otherwise there is nothing to compare against afterwards.
